President Donald Trump's latest crackdown on immigration has sparked new questions about the lengths that the federal government will go to as it carries out an ambitious mass deportation plan. On March 15, the president signed a proclamation invoking the Alien Enemies Act of 1798, which has only been used three times before — all during wartime — in order to target noncitizens who can then be "apprehended, restrained, secured and removed, as alien enemies.
